党的自我革命制度规范体系:内容结构与建构理路

The Institutional Norm System of the Party’s Self-Reform:Content Structure and Construction Approach

对党的自我革命而言,自我净化、自我完善、自我革新、自我提高相辅相成,但四者的内在要求、价值目标、制度规范体系有一定差异。党的自我革命制度规范体系必须立足于党的自我革命的基本内容、时代要求与价值目标来建构。从根本上看,党的自我革命制度规范体系具有整体性、系统性、全面性,也具有内在的层级性与结构性,应该是以民主集中制为统领、呈现出“1+4”的基本框架,即围绕民主集中制制度体系,党的自我净化、自我完善、自我革新、自我提高制度规范体系等四大“子系统”相辅相成;依此为基本框架,各种具体党内规范形式与重要制度、具体制度交织,共同构成“网格化”的党的自我革命制度规范体系。新时代完善党的自我革命制度规范体系,必须坚持系统性、问题导向与目标导向,围绕“权力—责任—能力—绩效”与“权力—监督—执纪—问责”一体两面来建章立制,既要补齐制度规范体系中的各项短板、推动各项制度规范体系的衔接与协调,也要有效释放党的自我革命制度规范体系的优势与效能。

For the Party’s self-reform,self-purification,self-perfection,self-renewal,and self-progression complement each other,but there are some differences in their internal requirements,value goals,and institu⁃tional norm system.The institutional norm system of the Party’s self-reform must be constructed on the basis of the basic contents,the era requirements,and the value goals of the Party’s self-reform.Fundamentally,the in⁃stitutional norm system of the Party’s self-reform is holistic,systematic,comprehensive,and also has internal hierarchy and structure.It should be led by democratic centralism and present a basic framework of“1+4”.In other words the four“subsystems”,i.e.the subsystem of self-purification,of self-perfection,of self-renewal,and of self-progression,complement each other around the democratic centralism.According to such a basic framework,various specific forms of inner-Party norms are interwoven with important institutions and specific institutions,and together with them constitute a“grid-based”institutional norm system of the Party’s self-re⁃form.To improve the institutional norm system of the Party’s self-reform in the New Era,it is necessary to ad⁃here to systematism,problem orientation and goal orientation,to build rules and regulations according to the in⁃tegration of“power-responsibility-capacity-performance”and“power-supervision-discipline-accountability”.We have to not only make up for the shortcomings in various institutional norm systems,pro⁃mote the cohesion and coordination of those institutional norm systems,but also effectively release the advantag⁃es and effectiveness of the institutional norm system of the Party’s self-reform.
