摘要
义务教育均衡发展是我国普及九年义务教育后对义务教育发展提出的下一步战略目标。陶西平从实现教育公平、构建和谐社会、全面建设小康社会的国家战略高度对义务教育均衡发展的重大意义进行了阐述,提出将体现教育公平和提高教育水平结合起来的均衡发展主张,强调义务教育均衡发展要兼顾公平、优质、选择与活力,积极推动学校办学标准建设、教育集团化、学区化管理以及干部教师流动等促进教育均衡发展的有效策略,并主张推进义务教育均衡发展需要政府加强统筹和体制机制创新,为我国推进义务教育均衡发展的政策制定和战略谋划提供了决策支持,对当前我国正在全面推进的县域义务教育优质均衡发展有较大的实践指导价值。
The balanced development of compulsory education is the next strategic goal proposed for the development of compulsory education after China achieves the universal of nine-year compulsory education.Tao Xiping deeply elaborated the great significance of the balanced development of compulsory education from the strategic height of achieving education fairness,building a harmonious society,and comprehensively building a moderately prosperous society.He proposed a balanced development proposition that combines the reflecting educational equity with improving educational level and emphasized that the balanced development of compulsory education should take into account equity,quality,choice,and vitality.He actively promoted effective strategies such as promoting school running standard construction,education collectivization,school district management,and mobility of cadres and teachers to promote the balanced development of education.He also advocated that promoting the balanced development of compulsory education requires the government to strengthen overall planning and innovate institutional mechanisms,providing theoretical support for policy formulation and strategic planning for the balanced development of compulsory education in China.His views have significant practical guiding value for the high-quality and balanced development of county compulsory education that is being comprehensively promoted in China.
