摘要
中国经济高质量发展和创新强国建设亟须科技创新发挥核心驱动作用。正值国家科技创新规划取得阶段性胜利的历史节点,澄清长三角地区科技政策的优势与不足,可以为未来科技发展提供政策方向。基于“十三五”期间“国家—长三角”两级129项科技创新政策,借助数据挖掘、文本分析,构建“时间—主体—目标—效果”的政策量化分析框架,并结合PMC曲面优化政策制定路径。研究表明:场景驱动背景下的长三角科技创新政策呈现政策周期内“重两头轻中间”、发布机构以科技厅为主,多部门联合发文、政策目标全面等特点;8项科技创新政策整体评价处于优秀等级,差异主要依赖于政策内容、政策领域、调控范围和政策优惠,而均在政策时效、发布机构及调控范围方面存在完善空间。针对长三角科技创新政策存在的问题,为实现长三角一体化更进一步的发展、更加科学有效地制定与实施科技创新政策提出两种优化思路和相关建议。
The high-quality development of China’s economy and the construction of an innovative power urgently need scientific and technological innovation to play a core driving role.At the historical node where the national science and technology innovation plan has won a phased victory,it is necessary to clarify the benefits and drawbacks of science and technology policies in the Yangtze River Delta region so as to provide policy direction for future science and technology development.Based on 129 science and technology innovation policies at the levels of the“national and Yangtze River Delta”during the“13th Five Year Plan”period,with the help of data mining and text analysis,a policy quantitative analysis framework of“time-subject-target-effect”was constructed,and the policy formulation path was optimized with the PMC surface.The research shows that the science and technology innovation policy in the Yangtze River Delta under the scenario driven background is characterized by“emphasizing the two ends over the middle”in the policy cycle,the issuing agency dominated by the Department of Science and Technology,multiple departments jointly issuing documents,and the policy objectives being comprehensive;The overall evaluation of the eight science and technology innovation policies is at an excellent level,and the difference depends mainly on the policy content,policy field,regulatory scope and policy preferences.There is room for improvement in terms of policy effectiveness,issuing institutions and regulatory scope.In view of the existing problems of the science and technology innovation policy in the Yangtze River Delta,this paper puts forward two optimization ideas and relevant suggestions for more scientific and effective formulation and implementation of science and technology innovation policy in the follow-up of the integration development of the Yangtze River Delta.
