乡村治理视阈下“一肩挑”的民主张力、价值体现及可持续发展

The Democratic Tensions,Values and Sustainable Development of the Chief Leaders in Rural Areas from the Perspective of Rural Governance

“一肩挑”制度在具体推行中存在干部产生方式模糊、干部权力监督不到位的问题,与基层民主建设存在一定的张力。但是这种民主张力只是制度建设不成熟的外在表现,“一肩挑”内在蕴涵着的民主价值主要包括:实现了党的领导和人民当家作主的统一,有助于促进农村基层民主制度、组织和能力建设的统一。因此,需要对“一肩挑”制度的民主逻辑问题进行阐释,从外在制度建设和内生性资源培养两个层面推动“一肩挑”制度的可持续发展。

There are some problems in the practice of the one shoulder multi-task system,which means one chief leader bears the dual duties of Party and administration work in a village.To be specific,the problems include the ambiguity in the way of election and the lack of supervision,thus,causing some tension in the construction of grassroots democracy.However,this democratic tension is only an external sign of immature system construction.The democratic values inherent in this system include the unity of the Party’s leadership and the people’s ownership as well as the unity of the grassroots democracy system and the organization construction.Therefore,it is necessary to explain the democratic logic of the system.It is suggested to promote the sustainable development of this system at two levels,that is,external system construction and endogenous resource development.
