The headquarters economy is not only an important part of the“Five Types of Economy”,but also the core driver of innovative,service-oriented,open and flow-oriented economic development,and plays an indispensable role in building the“Five Centers”and strengthening the“Four Functions”.Shanghai should focus on the solid foundation of 20 years of development of headquarters economy,give full play to its advantages of gathering domestic and foreign talents,technology,capital,information and other factors,explore new ideas to enhance the contribution of headquarters economy,and realize the efficient coupling between enterprise development and city strategy.
