我国城市社区智慧治理伦理秩序构建的三维进路

Three Dimensional Approaches to the Construction of Ethical Order of Smart Governance in Urban Communities

城市社区治理是我国社会治理的核心领域,智慧治理充分彰显市域社区治理体系的活力和韧性智慧。社区智慧治理是一项系统工程,法治和制度体系固然是其良性发展的最强动力,但也不能忽视技术理性过分张扬引发的诸多伦理问题。为此应对城市社区智慧治理进行必要的伦理审视,构建基于价值导向、主体行为和治理程序三个基本向度的社区智慧治理良性伦理秩序,其中价值导向是基础、主体行为是关键、治理程序是支撑。具体来说,要坚持以整体性治理思维为引领,树牢城市社区智慧治理的价值导向;坚持以人民为中心的根本立场,塑造合格的社区治理行为主体;坚持以公平正义为治理之本,优化城市社区智慧治理的程序伦理。

Urban community governance is the core of social governance in China.Intelligent governance fully demonstrates the vitality and resilience of the urban community governance system.Intelligent community governance is a systematic project,where the rule of law and institutional system are undoubtedly the strongest driving forces for its sound development.However,many ethical issues caused by the excessive promotion of technological rationality cannot be ignored.Therefore,it is necessary to conduct a necessary ethical review of intelligent governance in urban communities,build a benign ethical order of intelligent governance in communities based on three basic levels:value orientation,subject behavior and governance procedures.Among them,value orientation is the foundation,subject behavior is the key,and governance procedures are the support.Specifically,we should adhere to the overall governance thinking as the guide,and firmly establish the value orientation of smart governance of urban communities;we should adhere to the fundamental position of taking the people as the center,and shape qualified community governance actors;and even we should adhere to fairness and justice as the foundation of governance,and optimize the procedural ethics of intelligent governance of urban communities.
