Construction of Inner-Party Supervision System of the CPC in the Period of Kuomintang-Communist Cooperation

第一次国共合作时期,中国共产党基于自身独立性和改造国民党的考虑、党组织规模扩大带来的管理难题、党的生存环境变化带来的散漫情况以及对革命形势判断中争取领导权的认识,加强了党内监督制度建设。这一时期,党内监督制度建设呈现出三个方面的特点:持续强化自上而下的监督,加强党的组织建设;注重加强党内教育,增强党内监督的自觉性;努力规避官位权势带来的腐败,出台反腐文件和强化专门机构。这一时期党内监督制度建设的价值,在政治方面成就了中国共产党作为一种独立的政治力量的存在,在历史方面推进了国民革命的顺利开展,在现实方面提供了中国新型政党制度建设和统一战线发展的有益经验。

During the first Kuomintang-Communist cooperation period,the CPC strengthened the construction of the inner-Party supervision system based on its own independence and the consideration of transforming the Kuomintang,the management problems caused by the expansion of the Party organization,the laxity caused by the changes in the Party's living environment,and the awareness of striving for leadership in the judgment of the revolutionary situation.Throughout this period,the construction of inner-Party supervision system presents three characteristics:continuously strengthening the top-down supervision to strengthen the Party's organizational construction;paying atention to strengthening the education within the Party to enhance the consciousness of strengthening supervision within the Party;efforts made to avoid corruption caused by official positions and power with anti-corruption documents issued and specialized agencies strengthened.The value of the construction of inner-Party supervision system in this period has made CPC an independent political force in politics,promoted the process 96 of China's democratic revolution in history,and provided useful experience in the construction of China's new Party system and the development of the united front in reality.
