摘要
创新韧性是城市群在面对外部冲击时实现适应性改变和自我创新强化的内在能力。本文创新性地构建创新韧性的测算指标,利用2004—2019年12个城市群共189个城市的面板数据,测算我国各城市群的创新韧性水平,并运用Dagum基尼系数、Markov链、变异系数和β收敛分析方法分析城市群创新韧性的时空演变特征。研究发现:(1)我国城市群创新韧性整体呈上升趋势,但东部地区高于其他地区,呈现空间非均衡性特征;(2)除珠三角外,我国大部分城市群创新韧性差距均呈现不断缩小的趋势,城市群创新韧性差异的主要来源为超变密度、区域间差异和区域内差异;(3)短时间内,城市群创新韧性水平较为稳定,但随着时间的推移,城市群创新韧性会出现比较大的变化,流动性增强;(4)除珠三角外,我国城市群总体以及其他城市群创新韧性均呈现σ收敛特征,珠三角创新韧性呈现发散趋势,城市群总体以及12个城市群均支持β收敛机制。据此建议,推动城市群创新体制机制“软联通”,优化城市群创新空间结构,构建互联互通的现代化基础设施体系,为进一步强化我国城市群创新一体化发展提供经验参考。
Innovation resilience is the inherent ability of urban agglomerations to achieve adaptive change and self-innovation enhancement in the face of external shocks.This paper creatively constructs the index of innovation resilience,using the panel data of 12 urban agglomerations(189 cities)from 2004 to 2019 to measure the innovation resilience of urban agglomerations in China,and uses Dagum Gini coefficient,Markov chain,coefficient of variation andβconvergence analysis method to analyze the spatial-temporal evolution characteristics of innovation resilience of urban agglomerations.It is found that:(1)The innovation resilience of Chinese urban agglomerations shows an upward trend as a whole,but it is higher in the eastern region than other regions,showing the characteristic of spatial non-equilibrium.(2)Except the Pearl River Delta,the innovation resilience gaps of most urban agglomerations in China are narrowing.The main sources of innovation resilience differences of urban agglomerations are hypervariable density,inter-regional differences and intra-regional differences.(3)In a short time,the level of innovation resilience of urban agglomerations is relatively stable,but with the passage of time,the innovation resilience of urban agglomerations will change greatly,and the mobility will be enhanced.(4)Except the Pearl River Delta,the innovation resilience of urban agglomerations separately and as a whole shows the characteristic ofσconvergence,while the innovation resilience of Pearl River Delta shows a divergent trend,and the urban agglomeration as a whole and 12 urban agglomerations all support theβconvergence.On the basis,we should promote the"soft connectivity"of the innovation system and mechanism of urban agglomerations,optimize the innovation spatial structure of urban agglomerations,and build an interconnected modern infrastructure system.The paper provides empirical reference for further strengthening the innovative and integrated development of urban agglomerations in China.
