公众参与下黄河流域生态保护和高质量发展的协同演化机理研究 被引量:1

Study on the Co-evolution Mechanism of Public Participation in Ecological Protection and High-quality Development in the Lower Yellow River Basin

摘要 基于协同演化视角,该文构建了公众参与下黄河流域政府、企业关于黄河流域生态保护和高质量协同发展策略选择的三方演化博弈模型。通过建立三方复制动态方程,分析了不同策略下参与主体的稳定策略选择,探讨了黄河流域生态保护和高质量发展协同实施路径,最后利用仿真分析了不同策略选择对演化结果的影响。研究结果表明:政府、企业、公众的行为受自身利益影响较大。从长期来看,只有在黄河流域区域政府加强监管、沿线企业绿色生产及公众积极配合下,可以实现三方参与主体利益均衡,推进黄河流域生态保护和高质量协同发展。短期来看,黄河流域政府应通过动态调整监管程度及措施推动黄河流域公众和企业进行不同的策略选择,不断推动黄河流域生态保护和高质量协同发展进程。 Based on the perspective of collaborative evolution,a tripartite evolutionary game model is constructed for the Yellow River Basin governments and enterprises to choose high-quality collaborative development strategies for ecological protection and the Yellow River Basin with public participation.By establishing the dynamic equation of tripartite replication,the stable strategy selection of participants under different strategies is analyzed,and the collaborative implementation path of ecological protection and high-quality development in the Yellow River Basin is discussed.Finally,the influence of different strategy selection on the evolution results is analyzed by simulation.The results show that the behavior of government,enterprises and the public is greatly affected by their own interests.In the long run,under the strong supervision of regional governments in the Yellow River Basin,the green production of enterprises along the route and the active cooperation of the public,the interests of the three participants can be balanced and the ecological protection and high-quality coordinated development of the Yellow River Basin can be promoted.In the short term,the government of the Yellow River Basin should dynamically adjust the degree of supervision and measures to promote the public and enterprises of the Yellow River Basin to make different strategic choices,and constantly promote the process of ecological protection and high-quality coordinated development of the Yellow River Basin.
