在社会治理体系中,“三治合一”推进乡村治理体系现代化是顺应新形势下农村发展趋势的必然要求,是一种完善乡村治理的模式。新时代中,“三治合一”推进乡村治理体系现代化还面临着多元治理主体尚未实现有序协同;法制建设薄弱,建设动力不足;资源分配秩序错位,村民缺乏公共参与意识等困境。需要以自治为核心、以法治为根本、以德治为支撑,不断提升乡村主体管理和服务能力、推进乡村法治建设、强化人们对乡土人情和道德规范的认同,从而更好地推进乡村治理体系现代化建设。
