摘要
油泥是沿海地区船舶清舱、油品储运等行业产生的重要污染物之一,且属于危险废物。船舶清舱油泥产生量相对较大,且涉及从产生到接收、转运、处置等多个环节、多个部门监管,对其全生命周期强化监管是打好污染防治攻坚战的重点和难点。以舟山为例,通过分析产生及利用处置现状,梳理监管流程,根据多年监管实践提炼主要做法、存在问题,并提出对策建议。探索优化船舶清舱油泥全过程闭环监管模式,对构建陆海统筹闭环监管体系,打造具有海洋海岛特色的“无废城市”样板具有积极意义。
Oil sludge is one of the most important pollutants in the coastal areas,which is also a kind of hazardous waste.Due to the relatively large amount of oil sludge produced by ship clearance,and involving many links and supervision departments from production to reception,transshipment,disposal and so on,it is the key and difficult point to strengthen the closed-loop management.Taking Zhoushan as an example,based on years of regulatory,by analyzing the oil sludge’s production,utilization and disposal,clearing the process of supervision and management,then summarizing the main experience,existing problems,and putting forward countermeasures and suggestions.It is of great significance to explore and optimize the closed-loop supervision mode in the whole process of ship cleaning oil sludge,which is helpful to the closed-loop regulatory system under coordinated land and marine development,and the construction of“Zero-waste City”with Marine Island characteristics.
