摘要
工业园区中同类型工业企业相对集聚,挥发性有机物(VOCs)处理需求存在趋同性。文章提出工业园区VOCs协同处置的新概念,通过环境影响评价与排污许可等环境准入制度的创新改革和协同优化,阐述VOCs协同处置的政策可行性、技术可行性。通过某工业园区两家企业对VOCs协同处置的成功案例,阐述了废气协同处置模式的总体思路、处理工艺、权责划分、事中事后监管等内容。通过该模式的实施,两家企业生产运行成本共计降低283.4万元/年,废气得以有效收集并处置,实现了环境和经济效益。
The industrial enterprises of the same type are relatively concentrated in industrial parks,and there is convergence in the treatment requirements of volatile organic compounds(VOCs).This paper proposes a new concept of co-disposal of VOCs in industrial parks.Through the innovative reform and collaborative optimization of environmental access systems such as environmental impact assessment and pollution discharge permit,the policy feasibility and technical feasibility of coordinated disposal of VOCs were expounded.Through the successful case of coordinated disposal of VOCs by two enterprises in an industrial park,the general idea,treatment process,division of rights and responsibilities,and post-event supervision of the waste gas collaborative disposal mode were expounded.Through the implementation of this model,the production and operation costs of the two enterprises have been reduced by a total of 2.834 million yuan per year,and the waste gas can be effectively collected and disposed,achieving environmental and economic benefits.
