县域经济发展:双重驱动与“三农”底色——兼论“县域经济发展有限”

County Economic Development:The Dual Driving and BackgroundColor of“Agriculture,Rural areas,Farmers”——Also on“Limited Development of County Economy”

县域经济发展是促进区域间、城乡间平衡发展和推进县域居民过上日益美好生活的重要支撑,亟须在中国式现代化发展中提质增效。然而,有学者认为县域经济成长空间很有限,尤其在中西部地区,发展县域经济必然导致县域经济发展不起来,地级市被拖垮的问题。其实,国家正在推进的乡村振兴、以县域为重要载体的城镇化建设等发展战略为县域经济发展激活了新引擎,释放出新活力,并为县域经济发展注入新动能,县域经济尤其是欠发达地区的县域经济可以依托国家推进乡村振兴和以县城为重要载体的城镇化建设的机遇期,以及国家重视“三农”问题解决的利好政策,实现更高质量的发展。

County economic development is an important support element to promote the balanced development between regions and the urban and rural areas to promote the county residents to live a better life.It is urgent to improve the quality and efficiency in the development of Chinese-style modernization.However,some scholars believe that the growth space of county economic is very limited.Especially in the central and western regions,the county economy cannot develop and drag down the prefecture-level cities.Actually,the national development strategies such as rural revitalization and county-based urbanization have activated new engines,released new vitality and injected new driving forces into county economic development.County economy,especially in less developed areas,can achieve higher quality development by relying on the opportunity period of rural revitalization and urbanization construction were setting as an important carrier by country,as well as the favorable policies of the state to solve the problems of“agriculture,rural areas and farmers”.
