临床护理重点专科分层建设思路与对策分析

Analysis of the ideas and strategies of hierarchical construction of key clinical nursing specialties in China

2021年国家提出“国家级临床重点专科往前带、省级临床重点专科均衡建、县级临床重点专科有序跟”的临床专科能力建设新模式。为破解优质护理服务不平衡、不充分,如何从国家、省、市层面构建阶梯式紧密衔接的临床护理重点专科梯队,以调整优质护理资源的结构和布局成为当前亟需解决的问题。鉴于此,作者通过梳理临床护理重点专科的层次结构与功能,深入剖析了分层建设的重要意义,并对分层建设所面临的关键问题进行论证,从科学规划、精准定位、能力提升、支撑环境4个方面提出可行性的对策建议。

In 2021,the state proposed a new model of building the capacity of clinical specialties as"national clinical key specialties are brought forward,provincial clinical key specialties are built in a balanced manner,and county-level clinical key specialties are followed in an orderly manner".In order to crack the imbalance and insufficiency of quality nursing service,how to build a ladder type closely connected clinical nursing key specialty echelon from national,provincial,and municipal levels,so as to adjust the structure and layout of quality nursing resources has become an urgent problem to be solved at present.In view of this,the authors,by sorting out the hierarchical structure and functions of key clinical nursing specialties,analyze in depth the important significance of the tiered construction,argue the critical problems faced by the tiered construction,and put forward feasible countermeasure suggestions in four aspects:scientific planning,precise positioning,capacity enhancement,and supporting environment.
