新形势下县市级综合性医院学科建设策略探讨

Discussion on strategies of subject construction of county-level general hospitals within new situation

县市级医院是推进分级诊疗体系建设的关键环节,加强县市级综合性医院的学科建设是提升县域医疗服务能力的核心。笔者通过对县市级医院学科建设的现状分析,结合国家卫生健康委关于“千县工程”县医院综合能力提升工作方案的要求,提出新形势下县市级综合性医院要坚持功能定位不动摇,以患者需求为导向,以人才队伍建设为根本,以做强急危重症救治学科、做精慢病防治学科、做优特色专科、做大平台学科为重点,切实提升核心诊疗技术水平、重点专科服务能力和主要专病管理水平,为实现“大病不出县”和提升县域内就诊率提供坚强保障。

County-level hospital is the key to promoting the construction of a hierarchical medical system and treatment system.Strengthening the discipline construction of county-level general hospitals is the core of improving the county's medical service ability.Based on the analysis of the current situation of discipline construction of county-level hospitals,combined with the requirements of the National Health Commission on the work plan of the"Thousand Counties Project"to improve the comprehensive ability of county hospitals,the author proposed that under the new situation,county-level general hospitals should adhere to the function orientation,take patient needs as the guidance,and take the construction of talent team as the fundamental.Focusing on strengthening the discipline of emergency and critical treatment,fine and chronic disease prevention and treatment,excellent specialty,and large platform discipline,we will effectively improve the level of core diagnosis and treatment technology,the serviceability of key specialties,and the management level of major specialty,so as to provide a strong guarantee for the realization of"no serious disease out of the county"and the improvement of the county-level consultation rate.
