高质量发展已成为新时代推动公立医院发展的首要任务。通过对三级公立医院绩效考核指标体系、公立医院高质量发展指标体系和DRG监测考核指标体系的继承和发展,借鉴平衡记分卡理论,立足加强医院内部高质量运营效能提升,以医院微观主体临床科室为考核评价对象,通过专家咨询法,从科室服务收入、服务质量、服务效率和服务效益4个维度探索构建推动医院临床科室高质量运营的评价指标体系,为新时代推动公立医院高质量发展提供参考。

High-quality development has become the primary task to promote the development of public hospitals in the new era.Through the inheritance and development of the performance appraisal index system of Grade III public hospitals,the index system of high-quality development of public hospitals,and the DRG monitoring and appraisal index system,based on the balanced scorecard theory,and based on strengthening the internal high-quality operation effectiveness of hospitals,the assessment and evaluation objects of clinical departments,the micro-objects of hospitals,were assessed and evaluated through the expert consultation method,and the four dimensions of service revenue,service quality,service efficiency and service effectiveness of departments were explored.The evaluation index system for promoting the high-quality operation of clinical departments in hospitals is explored and constructed through expert consultation methods to provide a reference for promoting the high-quality development of public hospitals in the new era.
