Analysis and Research on Organizational Resilience Framework for Emergency Response in Major Earthquakes

在不确定环境中,一个有韧性的地震应急响应组织能够主动适应、化危为机、迅速恢复原有状态。基于地震应急响应组织的应对状态,按照“突发状况—组织反应—结果”的思路解开组织韧性形成的黑箱机制,从“特征—能力—过程”三个维度试图建立组织结构和运行机制、组织文化和管理能力、沟通与协调和信息传递6个方面与组织韧性之间关系的影响模型,为下一步深究组织韧性打下理论基础。

In an uncertain environment,a resilient earthquake emergency response organization can proactively adapt,turn crisis into unity,and recover quickly.Based on the organizational response status in different stages of earthquake emergency response,the black box mechanism of organizational toughness formation is solved according to the idea of“emergency situation-organizational response-result”.From the three dimensions of“feature-capability-process”,this paper tries to establish an impact model of the relationship between organizational structure and operating mechanism,organizational culture and management ability,communication and coordination,and information transfer,which lays a theoretical foundation for further study of organizational resilience.
