基于韧性视角的山区公路应急管理效能提升研究

Research on Improving the Efficiency of Emergency Management for Mountain Highways from Resilience Perspective

山区公路面临着各类自然灾害的冲击,为提升灾害应对的效能,应改变传统的公路应急抢险“事后补救”的理念,将韧性提升作为应急管理的新方向。本文探索从韧性角度分析山区公路应急管理的构成,分析韧性不足之处,并提出韧性提升对策。

Mountain Highways are facing the impact of various natural disasters.In order to improve the effectiveness of disaster response,the traditional concept of“post-disaster recovery”in highway emergency rescue should be changed,and resilience improvement should be regarded as a new direction of emergency management.This article explores the composition of emergency management for mountainous highways from the perspective of resilience,analyzes the shortcomings of resilience,and proposes strategies to enhance resilience.
