摘要
各级应急管理部门、队伍和力量在遂行应急救援任务时,现场通信服务保障受电力、网络、交通、地形植被等因素影响,指挥中心与一线任务分队之间存在“最后一公里”的指挥通信难题。文中结合应急通信体系现状,提出了集散射通信、卫星通信、自组网设备、多模终端、370兆基站于一体的应急指挥通信系统,说明了系统组成和特点。将散射通信、卫星通信与地面公网通信相结合,构建异构通信、业务融合、空天地一体的应急战术互联网,实现一线任务分队与火场前线指挥部、现场指挥部、后方指挥中心统一指挥调度、协同救援。
When emergency management departments,teams and forces at all levels carry out emergency rescue tasks,on-site communication service support is affected by factors such as power,network,transportation,terrain and vegetation,and there is a“last kilometer”command and communication challenge between command centers and front-line task units.Combined with the current situation of emergency communication system,an emergency command and communication system integrating scatter communication,satellite communication,ad-hoc network equipment,multi-mode terminal and 370 MHz base station is proposed,and the composition and characteristics of the system are explained.It combines scattering communication,satellite communication and ground public network communication to build an emergency tactical Internet with heterogeneous communication,business integration and air-space-ground integration,so as to realize unified command,dispatch and coordinated rescue between the front-line task unit and the front-line command center,the field command center and the rear command center.
