摘要
本文以北京市昌平区为试点,根据韧性城市建设总体要求,调研学校地震安全工作现状,提出构建融合智慧应急理念的学校地震韧性评估指标体系与评估方法,并对试点学校在地震灾害中的暴露度与易损性,对学校应急能力与恢复能力进行评估,针对地震安全韧性学校建设中存在的问题提出对策建议,建立科学有效的智慧应急地震韧性学校建设标准体系,为学校开展科普教育、应急预案修订、应急演练组织等示范创造有利条件,为北京市智慧应急韧性学校建设提供借鉴参考。
Taking Changping District of Beijing as a pilot project,according to the overall requirements of building resilient city,this paper investigates the current situation of school seismic safety,puts forward the indicator system and evaluation method of school seismic resilience evaluation which integrates the concept of intelligent emergency response,and evaluates the exposure and vulnerability of pilot schools in earthquake disasters,and the emergency response ability and resilience of schools.In view of the problems existing in building earthquake resilience schools,this paper puts forward measures and suggestions,establishes a scientific and effective standard system for the construction of earthquake resilience schools with intelligent emergency capacity,and provides reference for the building of intelligent emergency resilience schools in Beijing with favorable conditions for schools to carry out popular science education,emergency plan revision,emergency drill organization and other demonstrations.
