应用型高校内部治理的现状反思与改进策略

A Case Study of Improvement Strategies for Internal Governance of Applied Universities

在基于系统论的中国大学内部治理体系框架指导下,选取浙江省某应用型高校,采取问卷调查、半开放访谈方式,以利益相关者对高校内部治理的体验和感知视角切入,探究应用型高校内部治理的总体现状,并从治理理念、治理制度、治理结构、治理机制和治理手段等五个维度分析治理的现状、问题及治理效果。在对应用型高校治理现实状况描述基础上,应用型高校治理要树立以责任为中心、强调公共利益的治理理念,建构以大学章程为核心、规范系统性的治理制度,构建以结果为导向、高效民主的系统性治理结构,创新多元主体协同参与的系统性治理机制,推动智慧化治理和提升办学治校能力,实现高质量可持续发展。

Under the guidance of the systematic theory-based framework for internal governance in Chi-nese universities,a certain applied university in Zhejiang Province was selected as an example.Through such methods as questionnaire,semi-open interviews,and stakeholder perspectives on their experiences and perceptions of internal governance in the university,the overall situation of internal governance in applied universities was explored.Additionally,current issues and governance effective-ness were analyzed from five dimensions:governance concepts,governance systems,governance struc-tures,governance mechanisms,and governance tools.Based on the description of the current gover-nance situation in applied universities,it is suggested that the governance system in applied universi-ties should focus on accountability,emphasize public interest,establish a normative system based on the university charter,create an efficient and democratic governance structure oriented towards re-sults,innovate multiple stakeholder collaboration mechanisms,promote intelligent management and the universitygovernance and management ability,so as to achieve high-quality sustainable develop-ment of the university ultimately.
