摘要
长期以来,德国的应用科学大学一直要求被赋予独立的博士学位授予权。在经历了初步试验阶段后,目前,德国各联邦州越来越多地赋予应用科学大学有标准要求和质量保障的博士学位授予权。文章旨在一方面概述各联邦州高等教育立法机构在此的最新行动,另一方面将介绍大多数联邦州参照的两种主要模式——黑森州模式和联盟培养模式。博士学位的授予权关乎的是应用科学大学的进一步升级,可以借此加强科研、成果转化以及应用型特色。
German Universities of Applied Sciences have long been demanding an independent right to award doctorates.After an experimental and testing phase,the German federal states are now increas-ingly granting universities of applied sciences the right to award doctorates based on specific quality criteria.On the one hand,this article aims to provide an up-to-date overview.On the other hand,the two main models:the“Hessian model”and the“comprehensive joint model”,which most of the feder-al states use as a blueprint,will be presented.The right to confer doctorates is associated with a further upgrading of German universities of applied sciences.Thus,they can further strengthen and accom-plish their research,transfer and application-oriented profile.
