An Inclusive Policy Framework for the Classified Development of Higher Education in China

构建分类发展的高等教育体系,推动高等教育平衡充分发展,已成为我国高等教育的战略选择和迫切任务。根据新时代我国社会主要矛盾已经发生转化的新趋势,针对高等教育管理体制机制的现实困境,从政策目标、政策体系和政策工具三个维度,探索建构我国高等教育分类发展的包容性政策框架。此框架的重点在于进一步提升分类发展政策的目标整合性、体系协同性和工具适配性,促进多元平衡的高等教育体系的建设,发展多样、公平而有质量的高等教育。

It has become a strategic choice and urgent task to build a classifiled higher education system and promote the balanced and full development of higher education in China.Based on the new trend of the transformation of major social contradictions in China in the new era,and in view of the realistic dilemma of higher education management system and mechanism,the paper explores the construction of an inclusive policy framework for the classified development of higher education in China from the three dimensions of policy objectives,policy systems and policy tools.The focus of this framework is to further improve the integration of goals,system coordination and tool adaptation of classified development policies,promote the construction of diversified and balanced higher education system,and develop diverse,fair and quality higher education.
