积极老龄化视角下山西养老服务体系发展路径研究

On the Development of the Elderly Care System in Shanxi from the Perspective of Active Aging

山西省养老服务体系发展中存在的问题:老年人口规模大,发展迅速,结构变化大,老龄化超前于现代化;养老服务与需求不平衡,养老机构服务水平参差不齐;社区居家养老中服务规范性不够;养老机构服务专业化水平有待提升,资金筹措渠道有限。以发展的眼光重新解读积极老龄化的关键词——健康、参与、保障的内涵和外延,构建山西养老服务体系发展路径:(一)构建健全的养老社会保障体系;(二)实现养老机构和社会养老有机统一;(三)引入社会力量参与解决养老体系构建,推动智慧养老;(四)推动医养结合的社区养老服务网络建设;(五)专业社会工作介入养老服务体系的发展。

There are a lot of problems that exist in the development of the Elderly Care System in Shanxi province:the scale of the elderly population is large;the development is increasing;the structure is changing dramatically and aging is ahead of modernization;there is an imbalance between elderly care services and the needs of the elderly;the service level of the elderly care institutions is uneven;service standardization in community home care is insufficient;the level of service specialization in the elderly care institutions needs to be improved and financing channels are limited.From a developmental perspective,we reinterpret the connotation and extension of the key words of positive aging—health,participation and protection—and construct the development of the elderly service system in Shanxi:(1)building a sound social security pension system;(2)realizing the organic unity of elderly institutions and social care;(3)engaging social forces in the construction of the elderly care system and promote Smart Senior Care;(4)promoting the construction of community senior care service network that combines medical care and nursing;(5)introducing professional social work intervention into the development of the pension service system.
