Promoting Common Prosperity in Ethnic Minorities Areas:Significance,Dilemma and Approach

共同富裕既是社会主义本质要求,又是中国式现代化的重要特征。推进民族地区共同富裕彰显了中国作为多民族社会主义国家的本质,是实现中华民族伟大复兴的必然要求,既有利于夯实中华民族共同体意识的物质基础和精神基础,也有利于民族统一、国家安全、社会稳定,具有重要的经济、政治、战略意蕴。在历史、自然、现实等多重因素作用下,民族地区实现共同富裕存在经济和教育基础薄弱、地理条件诱致发展矛盾、政府治理能力有待提高等困境。民族地区应当在坚持绿色发展的前提下以增强内生动力作为实现共同富裕的突破口,包括充分发掘优质资源提升致富能力,平衡“增能”和“赋能”、提升帮扶效能,以提升政府能力为突破口优化发展环境,确保民族地区共同富裕的稳定性、实在性、长期性。

Common prosperity is the essential requirement of socialism and an important feature of Chinese modernization.Promoting common prosperity in ethnic minority areas highlights the essence of China as a multi-ethnic socialist country,is a necessary requirement for realizing the great rejuvenation of the Chinese na-tion,is also conducive to consolidating the material and spiritual foundation of the consciousness of Chinese na-tional community,is also conducive to national unity,national security and social stability,and has important economic,political and strategic significance.However,under the influence of multiple factors such as history,nature and reality,there are still some difficulties in realizing common prosperity in ethnic minority areas,such as weak economic and educational foundation,Geographical conditions induce the development of contradiction,weak government governance ability.On the premise of adhering to green development,ethnic minority areas must take enhancing endogenous power as a breakthrough to achieve common prosperity,including fully explor-ing high-quality resources to improve their ability to get rich,balancing“Enhanced capacity”and“empower-ment”to improve assistance efficiency,optimizing the development environment by improving government capac-ity,and ensuring the stability,reality and long-term nature of common prosperity in ethnic minority areas.
