我国乡村治理积分制实施的困境与路径探析

Analysis of the Dilemma and Path of Rural Governance Points System Implementation in China

近几年,我国各地不断创新乡村治理模式,源于村民基层组织自发创建的积分制脱颖而出。乡村治理积分制作为一种新型的乡村治理模式,取得了一定的成效,但在实践过程中,由于发展时间较短,也会遇到一些困境,即积分制实施的参与主体与实际主体存在错位、积分制实施的实际落实和积分结果运用存在偏差、积分制实施的运行和资源需求存在缺失。针对上述困境,提出相应的解决路径,即培养村民参与意识,转变政府角色;切实回应农民实际需求,创新激励办法;推进积分制平稳运行,保障资源供给。

In recent years,various parts of China have continuously innovated rural governance models.The point system spontaneously created by villagers'grassroots organizations has stood out.As an emerging rural governance model,the rural governance point system has achieved promising results.However,due to its short development time,some difficulties have been encountered in practice.There is a mismatch between participants and actual subjects in implementing the points system.There is a deviation between the actual implementation of the points system and the application of points results.There is also a lack of operational and resource requirements for implementing the points system.In view of the above dilemmas,corresponding solutions are proposed:cultivating villagers'awareness of participation and changing the government's role;responding effectively to farmers'actual needs and innovating incentive methods;promoting the smooth operation of the points system and ensuring resource supply.
