生态文明视野下的自然资源调查监测工作思考

Thoughts on Natural Resources Survey and Monitoring in the Perspective of Ecological Civilisation

自然资源调查监测工作是国家制定国土空间规划、环境保护政策、优化资源配置的基础。我国自然资源调查监测工作主要经历了大规模考察阶段、蓬勃发展的专项调查监测阶段和进入21世纪以来的新发展阶段等3个阶段。当前我国自然资源调查监测工作存在对象不清、概念差异、标准规范和技术方法不一致等问题,同时由于作业队伍整合不够、内外业衔接不紧密等问题,最终导致成果集成困难。生态文明视野下,自然资源调查监测工作应坚持总体设计上系统全面,工作实施上分层、分类、分级组织,成果集成上多源融合统一的“总—分—总”思路,未来调查监测工作应着重向调查技术科技化、监测技术动态化、信息处理自动化、综合研究体系化等方面发展。

Natural resources survey and monitoring work is the basis for the country to formulate national spatial planning and environmental protection policies and optimize resource allocation.China's natural resources survey and monitoring work has mainly passed through three stages,including the stage of the massive survey,the stage of booming special survey and monitoring,and the stage of new development since the beginning of the 21st century.Currently,there are some problems in the China's natural resources survey and monitoring work,such as unclearer objectives,conceptual differences,standard and technical method inconsistency,and at the same time,it is difficult to integrate the results because of the insufficient integration of the working team and the lack of close connection between Internal and external business.Under the perspective of ecological civilization,natural resources survey and monitoring work should adhere to the overall design of systematic and comprehensive,the implementation of work in a hierarchical,classified hierarchical organization,the integration of results in the integration of multiple sources of unified"total-division-total"idea;the future survey and monitoring work should focus on the scientization and technicalization of survey technology,dynamic of monitoring technology,automation of information processing,and systematic of comprehensive research and so on.
