教育招生考试网络舆情的风险透视与治理对策

Risk Perspective and Governance Measures of Online Public Opinion in Educational Enrollment and Examinations

考察近几年国内教育招生考试网络舆情的典型事例,并结合C省2022年教育招生考试网络舆情现象的分析,认为:由于教育招生考试关系着广大考生切身利益,公众对教育招生考试的关注点往往伴随网络舆情的风险;认识教育招生考试网络舆情风险,就需要抓住舆论主要场域、考试项目利害性、考务组织全过程、招考政策新规等几个重要关联点,以及对教育招生考试舆情高敏感性给予足够重视。提出以思想建设、机制建设、能力建设和队伍建设为抓手,进行舆情治理思维创新、舆情监测预警机制和信息发布机制完善优化、舆情风险防控能力和政策前瞻性宣传解读能力提升,以及舆情工作专业化水平提高的教育招生考试网络舆情治理对策。

Typical cases of online public opinion in domestic educational enrollment and examinations in recent years were examined,and the phenomena of online public opinion in the 2022 educational enrollment and examinations in C Province were analyzed.The findings were as follows:the public’s focus on educational enrollment and examinations often have the risks of triggering online public opinion since educational enrollment and examinations are closely related to the interests of the majority of examinees;to understand the risks of online public opinion in educational enrollment and examinations,it is necessary to grasp several important related points such as the main fields of public opinion,the stakes of exam projects,the entire process of exam organization,and the new regulations of enrollment and examination policies,as well as to give sufficient attention to the high sensitivity of public opinion.Several governance strategies were proposed.With focuses on ideological construction,mechanism construction,capacity building,and team building,innovative thinking should be introduced into public opinion governance,public opinion monitoring&warning mechanisms and information release mechanisms improved and optimized,public opinion risk prevention and control capabilities enhanced,and policy forward-looking publicity and interpretation capabilities strengthened,as well as the level of specialization of public opinion governance improved.
