乡村空间分级传导下的村庄分类逻辑与方法--以河北省承德市丰宁满族自治县为例

The Logic and Method of Village Classification Based on the Hierarchical Transmission of Rural Space:The Example of Fengning Manchu Autonomous County,Chengde City,Hebei Province

《乡村振兴战略规划(2018—2022年)》明确提出村庄分类振兴、因类施策的要求,然而村庄分类一直缺乏科学、合理的技术方法、工作流程,也难以与法定规划相衔接。梳理国土空间规划背景下的乡村空间分级传导体系,提出“(省域)乡村功能分区—(市域)空间策略分区—(县域)村庄分类”的分级传导与村庄分类的逻辑,并以承德市丰宁满族自治县为例,解析了村庄分类的具体过程与技术方法,这种技术方法既与法定空间规划紧密衔接,又实现自上而下政策方向与自下而上基层发展特征的协调与互动,具有科学性与有效性。

Although the Rural Revitalization Strategic Plan(2018-2022)has clearly put forward the requirements of village classification and revitalization,there's still a gap in the rational techniques and workflow of village classification,making it difficult to connect with statutory planning.Firstly,the hierarchical transmission system of rural space planning in the context of territorial space planning is sorted out.Then the logic of village classification through the hierarchical transmission of"(provincial)rural functional zoning-(municipal)spatial strategy zoning-(county)village classification"is proposed.With the Fengning Manchu autonomous county in Chengde as an example,the specific process and technique of village classification are analyzed,which have been proven to be scientific and effective in that it not only connected with statutory planning,but also achieved coordination between top-down policies and bottom-up development characters.
