专利视角下科技创新绩效评价研究

摘要 目的为研究专利在科技创新中的作用。方法文章以江苏扬州地区1985—2021年的专利数据为例,首先,通过计量分析,不同时期不同地区专利申请的变化趋势;其次,根据复杂网络理论,构造不同时期的地区技术领域交叉网络来分析专利技术网络的演化过程。结果从不同时期的网络图,直观地看到了扬州地区发明专利申请所侧重的技术领域的发展演化,从一定程度上反映了科技创新的发展变化过程。结论计量分析结果显示,扬州高邮市在知识产权的创造、运用、保护、管理等方面较其他4个区域表现突出。地区技术领域交叉网络演化显示,在专利探索发展期专利主要集中在较基础的工程和机械材料加工,到专利转型发展期汽车、化工、微电子产业相关技术表现突出,最后到专利创新驱动发展期专利主要集中在加工、化工、环境处理等多个技术领域。 Objective To study the role of patents in science and technology innovation.Methods Taking the patent data of the Yangzhou region in Jiangsu Province from 1985—2021 as an example,the article firstly analyzes the changing trends of patent applications in different regions in different periods through quantitative analysis,and secondly constructs the cross network of regional technical fields in different periods to analyze the evolution process of the technology networks of patents according to the complex network theory.Results From the network diagrams of different periods,we can intuitively see the development and evolution of the technical fields focused on by invention patent applications in the Yangzhou region,which reflects the development and change process of science and technology innovation to a certain extent.Conclusion The results of quantitative analysis show that Gaoyou in Yangzhou is outstanding in the creation,application,protection and management of intellectual property rights compared with the other four regions.The cross-network evolution of regional technical fields shows that patents are mainly focused on more basic engineering and mechanical material processing in the exploration and development period of patents,the technologies related to automobile,chemical and microelectronics industries are outstanding in the transformation and development period of patents,and that finally patents are mainly focused on multiple technical fields such as processing,chemical engineering and environmental treatment in the innovationdriven development period of patents.
