High-Quality Construction of Beijing-Zhangjiakou Sports Culture Tourism Belt in Post-Winter Olympic Era

运用文献资料法、访谈法等,探索后冬奥时期京张体育文化旅游带高质量建设机遇与现实困境,并提出建设路径。机遇:区域优势奠定基础、产业环境逐步优化、冬奥遗产多维普惠、政策支撑不断夯实。困境:跨区共建机制羸弱,政策协同机制滞后;产业融合渗透不足,新兴产业元素缺失;公共服务设施滞后,基础配套设施不足;专业人才队伍匮乏,人才培养模式落后。建设路径:深化区域共建机制,完善政策协同机制;促进产业融合渗透,注入新兴产业元素;优化公共服务设施,强化配套基础设施;加速人才队伍建设,健全人才培养体系。

By using the methods of literature review and interview,this paper explored the development opportunities and realistic difficulties of high-quality construction of sports culture tourism belt in Beijing-Zhangjiakou in the post-Winter Olympic era,and put forward the construction path.Development opportunities:The foundation has been laid for regional advantages,the industrial environment has been gradually improved,the legacy of the Winter Olympics has been multi-dimensional and inclusive,and policy support has been strengthened.Diffi culties:The cross-regional co-construction mechanism is weak,and the policy coordination mechanism lags behind;The penetration of industrial integration is insuffi cient,and the elements of emerging industries are missing;The facilities of public services lag behind,and the infrastructure is insufficient;The professional talent team is scarce,and the talent training mode is fall behind.Construction path:We should deepen regional co-construction mechanisms and improve policy coordination mechanisms,promote industrial integration and penetration to inject elements of emerging industries,optimize public service facilities to strengthen supporting infrastructure,and speed up the construction of personnel to improve the system of personnel training.
