摘要
土地流转是西部地区提高土地利用率的重要手段。介绍我国西部地区农村土地流转现状,针对农民土地流转意识淡薄、土地流转法律制度不健全、社会保障制度不完善、土地流转形式单一等4个问题,从宣贯土地流转政策、健全土地流转制度、完善社会保障体系、扩大土地流转规模视角提出对策建议。
Land circulation is an important means to improve land utilization in western China.This paper introduces the current situation of rural land circulation in the western area of our country.Aiming at the four problems of farmers'weak awareness of land circulation,imperfect legal system of land circulation,imperfect social security system and single form of land circulation,the paper puts forward countermeasures and suggestions from the perspective of publicizing and implementing land transfer policies,perfecting land circulation system,perfecting social security system and expanding the scale of land circulation.
