摘要
农业保险在防范化解农业生产风险、维护粮食安全、促进农业经济增长及增加农业收入方面发挥了重要功效。介绍辽宁农业保险基本模式及其险种设置,分析取得的成效和存在的问题,提出调整农业保险费率机制、改进财政支持政策和补贴方式、缩短财政补贴资金在途时间等有针对性对策。
Agricultural insurance plays an important role in preventing and resolving agricultural production risks,maintaining food security,promoting agricultural economic growth and increasing agricultural income.This paper introduces the basic mode of Liaoning agricultural insurance and its insurance types,analyzes the achievements and existing problems,and puts forward targeted countermeasures such as adjusting the agricultural insurance rate mechanism,improving the financial support policy and subsidy mode,and shortening the transit time of financial subsidy funds.
