乡村振兴战略导向下农村区域内涵式发展策略研究

Study on Connotative Development Strategy of Rural Regions under the Guidance of Rural Revitalization Strategy

农业农村现代化是实施乡村振兴战略的总目标,在认知新时期农村区域转型发展的时代内涵、阶段特征、现实困境以及根本要求的基础上,以内涵式发展策略为指引,是国家乡村振兴战略有效推进和取得成效的关键。综合运用地理学、关系论和政策分析方法,溯源乡村振兴战略的理论基础,理清建设目标间的相互关系,明确农村区域发展的瓶颈,探索内涵式发展路径。结果表明:乡村振兴战略理论是在马克思、恩格斯农村发展理论和中国共产党历届领导集体的乡村发展思想的基础上,吸收城乡一体化等思想形成的一种系统性发展体系;乡村振兴战略是一个复杂的、综合的系统性工程,五大具体目标相互联系且不可分割,必须置于城乡一体化架构和国家“五位一体”战略布局中统筹推进;农村作为乡村振兴战略实施的关键区域,仍然面临着经济发展不平衡、产业融合缺乏弹性等体制机制方面的“乡村病”;内涵式乡村振兴道路要求科学把握农村区域的现实困境和发展方向,在振兴现代农业产业、强化基层治理、重塑乡村文化、保护生态环境、盘活自然资源等方面下足功夫,做到统筹兼顾、综合平衡、突出重点、全盘振兴。

Agricultural and rural modernization is the overall goal of implementing the rural revitalization strategy.Based on the understanding of the connotation,stage characteristics,practical difficulties and fundamental requirements of the rural area transformation and development in the new era,and guided by the connotative development strategy.This article comprehensively uses geography,relationship theory and policy analysis methods to trace the theoretical basis of the rural revitalization strategy,clarify the relationship between the construction goals,clarify the bottleneck of rural regional development,and explore the connotative development path.The results show that:The rural revitalization strategy theory is a systematic development system based on Marx and Engels’rural development theory and the rural development thoughts of the previous leadership collectives of the Communist Party of China,absorbing urban-rural integration and other ideas;the rural revitalization strategy is a complex and comprehensive systemic project,the five specific goals are interrelated and inseparable,and must be integrated and promoted in the urban-rural integration structure and the national“five-in-one”strategic layout;the rural area is a key area for the implementation of the rural revitalization strategy,still facing the“rural disease”in terms of institutional mechanisms such as unbalanced economic development and lack of flexibility in industrial integration;the connotative rural revitalization path requires a scientific grasp of the actual dilemma and development direction of rural areas,make great efforts to revitalize the modern agricultural industry,strengthen community-level governance,rebuild rural culture,protect the ecological environment,and make good use of natural resources,so as to achieve overall planning,comprehensive balance,highlighting the key points,and overall revitalization.
