全方位夯实粮食安全根基的意义、现状与推进路径

党的二十大报告中提出,要全方位夯实粮食安全根基,这既是对保障国家粮食安全的更高要求,也是对牢牢把握粮食安全主动权的战略部署。从全球范围来看,粮食安全是人类共同面临的重大课题,从我国发展实际状况来看,粮食安全依然处于紧平衡态势。新时代以来,虽然我国粮食安全保障在制度建设、稳产增量、储备能力和流通体系等方面取得出色成绩,但耕地质量下降、自然灾害严重、育种技术落后和国际粮食市场复杂等要素仍然冲击着粮食安全。在科学分析我国粮食安全重大意义的基础上,客观剖析我国粮食安全面临的严峻挑战并探求相应的突破方法是全方位夯实粮食安全重要根基的必要举措。

In the report of the 20th CPC National Congress proposed that it is necessary to consolidate the foundation of food security in all directions,which is not only a higher requirement for ensuring national food security,but also a strategic plan for firmly grasping the initiative of food security.From a global point of view,food security is a major issue facing mankind.From the actual situation of China's development,food security is still in a tight balance.Since the new era,although China's food security has made outstanding achievements in system construction,stable yield increment,reserve capacity,circulation system and so on,however,the decline in the quality of cultivated land,serious natural disasters,backward breeding technology,complex international grain market and other factors still impact food security.On the basis of scientific analysis of the great significance of China's food security,objectively analyzing the severe challenges facing China's food security and exploring the corresponding breakthrough methods is a necessary measure to consolidate the important foundation of food security in all directions.
