乡村振兴下村庄规划调查分析

在当前乡村振兴背景下,国土空间规划体系构建之际,新疆已用的村庄规划已经无法适应新时代的发展要求。为能够科学有序地指导新疆村庄规划编制工作,该文深入研究当前新疆村庄规划现状问题,以问题为导向寻求解决村庄规划编制的方案。研究主要结果如下,新疆边远村庄由于法律法规未能完全统一、村庄规划起步晚、规划经验不丰富等原因,其多年来村庄规划存在多规并行管理混乱、村庄空间布局不完整、编制过程脱离实际规划和村民参与落实不到位等许多问题,今后的村庄规划要向生态良好、人居质量提升及可持续发展的方向转变。针对当前村庄规划的问题,首先村庄规划理念和方法都需要转变,在进行村庄规划时,要注重增强公众参与并明确村民的发展诉求,同时结合新疆不同区域的特色因地制宜引导村庄多样性发展,并为村庄规划时设置“留白”机制,灵活进行村庄规划。对新疆地区新农村村庄规划建设具有指导和借鉴意义。

In the current context of rural revitalization,at the time of the construction of the territorial space planning system,the village planning used in Xinjiang has been unable to meet the requirements of the development of the new era.In order to scientifically and orderly guide the work of village planning in Xinjiang,this paper studies the current situation of village planning in Xinjiang,and seeks to solve the problem of village planning.The main results are as follows:Due to the lack of complete unity of laws and regulations,late start of village planning,lack of planning experience and other reasons in remote villages in Xinjiang,for many years,there are many problems in village planning,such as chaotic parallel management of multi-regulations,incomplete spatial layout of villages,separation of compilation process from actual planning,inadequate participation of villagers,and so on.In the future,village planning should change to the direction of good ecology,improvement of the quality of human settlements and sustainable development.In view of the current problems of village planning,first of all,the concepts and methods of village planning need to be changed.In village planning,we should pay attention to enhance public participation and clarify the development demands of villagers.At the same time,according to the characteristics of different regions in Xinjiang,we guide the development of village diversity according to local conditions,and set up a"blank"mechanism for village planning to carry out village planning flexibly,which has guiding and reference significance for the planning and construction of new rural villages in Xinjiang.
