船员职业安全和健康保护现状分析研究

Analysis on the Current Situation of Occupational Safety and Health Protection for Seafarers

船员作为重要的海上工作者,其职业具有特殊性,工作生活环境艰苦,活动范围受限,缺乏规律性锻炼和娱乐活动,受到工作意外伤害和患各种疾病概率较高,在船出现伤病时难以得到迅速救治。通过梳理当前船员职业安全和健康保护公约及国内法律法规相关规定,结合当前船员职业安全和健康保护的现状,从国家管理体系、船东、船员等方面探究根源问题,并提出解决建议。

As important maritime workers,seafarers are special in profession with hard working and living environment,restricted scope of activities,lack of regular exercise and recreational activities,high risks of work casualty and various diseases,and difficulties in getting quick treatment when they are sick or injured on board.Based on a review of the current conventions on occupational safety and health protection of seafarers and relevant provisions of domestic laws and regulations,and taking into account the current status of occupational safety and health protection of seafarers,the paper probes into the root problems from the aspects of the national management system,shipowner and seafarer,and puts forward solutions.
