设施园艺产业帮扶效果评价与经验借鉴——以和田县为例

Effectiveness Evaluation and Experience of Assistance in Protected Horticultural Industry——Taking Hotan County as an Example

产业帮扶充分利用资源优势,激发扶贫内在动力,是衔接巩固脱贫攻坚成果与乡村振兴的有效之路。文章采用因子分析法与模糊综合评价法,从经济、社会、生态、帮扶途径和帮扶措施五个维度构建设施园艺产业帮扶效果评价指标体系,基于和田县实地调查数据开展评价。结果表明:97.8%的农户对设施园艺产业帮扶效果表示满意,帮扶途径效果>社会效果>帮扶措施效果>生态效果>经济效果;和田县设施园艺产业发展中实施的合作社—企业—农业科技人员—包联干部综合帮扶途径对农户生产技能提高、收入增加、返贫风险下降等效果显著。基于此,结合和田县产业帮扶实践总结经验借鉴,以期为边疆民族地区因地制宜开展设施园艺产业帮扶工作、助力乡村振兴提供参考。

Industrial assistance can fully utilize resources and stimulates the internal driving force for poverty alleviation,which is an effective way to connect and consolidate the achievements of poverty alleviation and rural revitalization.The article uses factor analysis and fuzzy comprehensive evaluation methods to construct an evaluation index system for the effectiveness of assistance in the protected horticultural industry from five dimensions,i.e.economy,society,ecology,assistance channels,and assistance mea⁃sures.The evaluation is based on on-site survey data in Hotan County.The results have showed that 97.8%of farmers were satis⁃fied with the assistance effect of the protected horticulture industry,with the assistance pathway effect being greater than the social effect,the poverty alleviation measure effect being greater than the ecological effect,and the economic effect being at the bottom.The comprehensive assistance approach implemented by cooperatives,enterprises,agricultural technology personnel,and package cadres in the development of the protected horticulture industry in Hotan County has a significant effect on improving farmers’pro⁃duction skills,increasing income,and reducing the risk of returning to poverty.Based on this,combined with the practical experi⁃ence of industrial assistance in Hotan County,we aim to summarize and draw lessons from it,in order to provide reference for the development of projected horticulture industry assistance work in ethnic minority areas of the border region in accordance with lo⁃cal conditions and to assist in rural revitalization.
