摘要
基于生态产品价值内涵、水利工程运行原理和水生态水文发展规律,利用丽水市滩坑水库及其主要流域——小溪流域的水文数据,采用理论分析和数据模拟相结合的方法,分析丽水滩坑水库库区森林覆盖率增长对水利价值的影响。结果表明:森林植被覆盖率的增长有利于提升发电效益,对水环境改善、水土保持增益以及防洪减灾有显著价值。基于森林覆盖率增长的水利价值研究,提出滩坑水库“生态产品水利溢价-补偿”互促发展模式,形成政府主导、社会和企业共同参与、市场化运行、可持续发展的水生态产品价值实现路径。
Based on the connotation of ecological product value,the operating principles of water conservancy projects,and the development laws of water ecology and hydrology,using hydrological data from the Tankeng Reservoir and its main watershed-Xiaoxi Basin in Lishui City,a combination of theoretical analysis and data simulation is used to analyze the impact of forest coverage growth in the Tankeng Reservoir area on water conservancy value.The results indicate that the increase in forest vegetation coverage is beneficial for improving power generation efficiency,and has significant value for improving water environment,increasing soil and water conservation,and flood control and disaster reduction.Based on the research on the water conservancy value of forest coverage growth,the water conservancy premium-compensation mutual promotion development model of ecological products of Tankeng Reservoir is proposed to form a path to realize the value of aquatic ecological products under the leadership of the government,the joint participation of society and enterprises,market-oriented operation,and sustainable development.
