A New Path of Governance of Litigation Source in the Perspective of Rural Revitalization--Digital Empowerment Public Legal Service

诉源治理从法院减轻诉累方式上升为社会治理手段后,对提升乡村社会治理能力现代化、法治化水平意义非凡。基于法院、检察院、司法行政部门等治理主体均积极投身乡村诉源治理,并通过各自智慧建设推进治理创新的现状,以数字赋能公共法律服务能有效应对乡村诉源治理主体定位不明的困局,并满足降低乡村解纷成本、提高诉源治理成果共享度的现实需求。为进一步提升乡村诉源治理效能,还需从宏观、微观等多维度构建新时代数字化的乡村公共法律服务体系。

The governance of the source of litigation has been upgraded from the way of reducing the burden of litigation by the court to the means of social governance,which is of great significance to improving the modernization and rule of law of rural social governance.Based on the current situation that courts,procuratorates,judicial administrative departments and other governance subjects are actively involved in rural litigation source governance,and promote governance innovation through their own wisdom construction,empowering public legal services with numbers can effectively deal with the dilemma of unclear positioning of rural litigation source governance subjects,reduce the cost of rural dispute resolution and improve the sharing of litigation source governance results.In order to further improve the efficiency of rural litigation source governance,it is necessary to build a digital rural public legal service system in the new era from macro and micro dimensions.
