数字经济提升高等教育资源配置效率研究——基于超效率SBM模型和ML指数

On the Efficiency of Higher Education Resource Allocation Improved by Digital Economy:Based on Super-Efficient SBM Model Using Malmquist-Luenberger Index

高等教育资源配置不充分、空间分布不均衡是影响我国教育高质量发展的重点问题,数字经济时代的到来为高等教育资源合理配置和转型升级提供了思路。基于我国30个省(自治区、直辖市)的面板数据,采用超效率SBM模型测算ML指数衡量我国高等教育资源配置效率,进而实证检验了数字经济对高等教育资源配置效率的影响机制。实证结果表明,数字经济对高等教育资源配置效率的提升具有显著的促进作用,该结论在一系列稳健性检验后仍然成立,异质性检验表明数字经济对缩小我国教育事业发展的区位差异具有正向效应。基于研究结论,为我国教育资源合理配置和教育事业均衡发展提出如下建议:重视数字基础设施建设,加强关键核心技术攻关,打造数字经济人才高地;发挥数字产业化的关键作用,缩小教育资源配置的区位差异,推进国家教育事业均衡发展;促进数字经济与教育事业的深度融合,大力发展智慧教育;加快新型数字技术的融合创新与应用,促进高等教育高质量发展。

The problem of higher education resource misallocation has been a key issue in the high-quality development of China’s education,and the advent of the digital economy has enlighted on the transformation and upgrading of higher education and the rational allocation of resources.Based on the panel data of 30 provinces(municipalities and autonomous regions)in China from 2011 to 2020,this study measures the efficiency of higher education resource allocation in China using the ML index measured by the super-SBM model with undesired output,and then empirically examines the influence mechanism of the digital economy on the efficiency of higher education resource allocation.The empirical results show that the digital economy has a significant contribution to the efficiency of higher education resource allocation,a finding that still holds after a series of robustness tests.The heterogeneity test indicates that the digital economy has a positive effect on narrowing regional differences in the development of China’s educational undertakings.Based on the research conclusions,the following suggestions are put forward:attach importance to the construction of digital infrastructure,strengthen key core technology research,and build a highland of digital economy talents;Give full play to the key role of digital industrialization,narrow the regional differences in the allocation of educational resources,and promote the balanced development of national education;Promote the deep integration of digital economy and education,and vigorously develop smart education;Accelerate the integration,innovation,and application of new digital technologies to promote high-quality development of higher education.
