摘要
文章从理论和实践两个维度回顾了创新联合体的发展历程,通过对31个省、自治区、直辖市的113家参与创新联合体组建单位调研发现:我国创新联合体依然处于组建探索阶段,未形成成熟的体制机制,呈现多重分化特点,面临各种初创期的问题。针对这些问题,提出健全我国创新联合体发展体制机制的思考和建议。
The article reviews the development process of innovation consortiums from two dimensions of theory and practice.Through the investigation of 113 units participating in the formation of innovation consortiums in 31 provinces,autonomous regions,and municipalities directly under the central government,it is found that:China’s innovation consortiums are still in the exploratory stage of formation,have not yet formed a mature mechanism and system,present multiple differentiation characteristics,and face various problems in the initial stage.In response to these problems,this paper puts forward some thoughts and suggestions on improving the development system and mechanism of China’s innovation consortium.
