试论人工智能嵌入下政府决策的变革、风险与优化对策

当今社会问题的日趋复杂化要求政府必须及时更新其决策模式,增强其决策能力,从而有效回应社会治理诉求。而人工智能的快速发展及其应用领域的不断拓展为政府决策的革新提供了新的路径——将人工智能嵌入政府的决策活动,由此便塑造了人工智能嵌入下的政府决策新样态。本文立足于这一背景,试论人工智能嵌入下政府决策的变革、风险与优化对策,以期通过理论上的阐述解释现象、洞悉实质,为我国人工智能时代下的政府决策实践提供参考。

The increasing complexity of social problems requires the government to update its decision-making model in time,enhance its decision-making ability,and effectively respond to the demands of social governance.The rapid development of AI and the continuous expansion of its application fields provide a new path for the innovation of government decision-making-embedding AI into government decision-making activities,thus shaping a new pattern of government decision-making under AI embedding.Based on this background,this paper discusses the transformation,risk and optimization measures of government decision-making under the AI embedding,with a view to explaining the phenomenon and understanding the essence in theory,and providing reference for the government decision-making practice in the era of AI in China.
