中国高校参与对外教育援助:现状与对策

Chinese Universities’Participation in Foreign Educational Aid:Current Situations and Countermeasures

高校在对外教育援助中发挥着不可替代的作用。当前,中国高校参与对外教育援助的主要内容包括为受援国留学生提供学历学位教育、为受援国人员提供专业技能培训、与受援国开展教育交流活动等,参与方式主要有作为教育援外基地、承担教育援外项目、接收发展中国家来华留学生以及在发展中国家开展境外办学等。高校在这一过程中也面临一些挑战:参与援外的积极性有待提高,优势学科与资源的利用有待加强,与受援国教育需求的契合度有待提升,与其他类型对外援助的融合有待强化。中国高校在参与对外教育援助时,可提升高校参与对外教育援助的积极性,强化高校优势学科资源的引领作用,实现高校对外教育援助与受援国需求的对接,加强高校对外教育援助的成果转化。

Colleges and universities play an irreplaceable role in foreign education aid.At present,the main approaches of Chinese colleges and universities to participate in foreign education aid include providing academic degree education for foreign students,providing professional skills training for personnel,conducting educational exchange activities,etc.These are mainly realized by serving as educational aid bases,undertaking educational aid projects,receiving international students and running schools overseas.However,there are problems:the enthusiasm of colleges and universities to participate in foreign aid needs to be improved,the utilization of advantageous disciplines and resources needs to be strengthened,the compatibility with the educational needs of recipient countries needs to be improved,and the integration with other types of foreign aid needs to be strengthened.Chinese universities can enhance their enthusiasm and their competence,strengthen the leading role of superior discipline resources of universities,realize the needs-demands,strengthen the transformation of the achievements of foreign educational aid.
