Japan’s Higher Education Cooperation Policy Towards ASEAN

日本与东盟开展高等教育合作是基于深刻的政治、经济与学术动因。具体包括:“印太构想”框架下谋求与东盟的全面战略伙伴关系,老龄化社会背景下亟需开发外国人力资本,进一步扩大高等教育全球影响力。在合作路径方面,互派留学生、建设双边高校合作网络、制定教育援助“草根计划”、推广日语教育与日本文化是主要方式。日本与东盟开展高等教育合作的过程中注重知日友日人才培养,力图通过软实力建设增强政治影响力与辐射力;合作对象聚焦双方核心大学,以实现高等教育强强联合与优势互补;合作领域关注高等工程教育,打造科技创新高地;合作机制鼓励多元主体共同参与,搭建产学官科教创新链;充分考虑东盟各国现实诉求,制定差别化双边教育合作战略。

Japan’s of higher education cooperation with ASEAN is promoted by deep political,economic,and academic motivations.These include the pursuit of a comprehensive strategic partnership with ASEAN within the framework of the Indo-Pacific Vision,the need to develop foreign human capital in the context of an aging society,and to further expand the global reach of higher education.Approaches to education include the exchange of foreign students,the establishment of bilateral university cooperation networks,the development of programmes for educational assistance,and the promotion of Japanese language education and culture.In the process of higher education cooperation between Japan and ASEAN,emphasis is placed on the cultivating talents who know Japan and are friendly to Japan,with the aim of enhancing political influence and radiation through the building of soft power;the main cooperators are the core universities of both sides,as a way of realizing the strong alliance and complementary advantages of higher education;the area of cooperation focuses on higher engineering education,to create a highland of science and technology innovation;the mechanism of cooperation encourages the participation of multiple subjects,to build an innovation chain of industry,academia and government;and full consideration are given to the practical demands of ASEAN countries and formulate differentiated bilateral education cooperation strategies.
