摘要
现有电力市场研究主要聚焦电力市场机制优化完善及市场整体框架研究,缺乏从规划视角开展基于关键指标的电力市场规划设计,因此提出基于关键规划参数的电力市场规划体系。首先,结合电力市场可持续、安全和经济性目标,提出开展电力市场规划的关键规划参数;然后,基于电力市场关键规划参数,提出包括调峰辅助服务市场设计、适应新能源发电的中长期交易机制设计、电力现货价格上限机制设计、容量保障机制设计、费用分摊疏导机制设计在内的电力市场规划体系和流程;最后,结合实际案例场景,开展基于关键规划参数的电力市场规划设计。所提的电力市场规划体系,可为各地区电力市场建设和市场运行评估提供参考借鉴。
The existing research on electricity market mainly focuses on the optimization and improvement of electricity market mechanism and the overall framework,lacking a planning perspective to carry out the planning and design of the electricity market based on key indicators.A power market planning system based on key planning parameters is proposed.Firstly,based on the goals of sustainability,safety,and economy in the electricity market,key planning parameters for conducting electricity market planning are proposed;Then,based on the key planning parameters of the power market,the power market planning system and process including the design of peak shaving auxiliary service market,the design of medium and long-term trading mechanism for new energy power generation,the design of power spot price ceiling mechanism,the design of capacity guarantee mechanism,and the design of cost allocation and facilitation mechanism are proposed;Finally,based on the actual case scenario,power market planning based on key planning parameters is carried out.The proposed power market planning system can provide reference for the construction and operation evaluation of electricity markets in various regions.
