Promoting Independent Development:China’s Governance Assistance to Africa under the Global Civilization Initiative

全球文明倡议作为中国为国际社会贡献的又一重要公共产品,核心是尊重各国自主选择的发展模式,以平等的方式推动文明间互鉴,尊重现代化发展的人民性。中国对非援助的核心与全球文明倡议的内核相契合。长期以来,中国把提升非洲自主发展能力作为对非援助的核心主题,在技术和治国理政方面为非洲提供援助,助推非洲实现自主发展。面对百年变局与世纪疫情叠加的冲击,中国对非治理援助也面临新的挑战。全球文明倡议为新时代中国开展对非治理援助提供了新思路,未来应在尊重文明多样性基础上,积极支持非洲走自主发展之路;在倡导平等互鉴基础上,优化治理援助项目评估;在坚持人民至上的前提下,重视培育非洲治理根基,提升非洲治理效能,助其实现自主发展。

China’s Global Civilization Initiative is an important public good to the international community.The initiative respects the development models chosen by different countries,promotes mutual learning among civilizations,and honors people-centered development.China’s development assistance to Africa aligns with the core of the Global Civilization Initiative.China has focused on improving Africa’s independent development capability and provided technical and governance assistance to Africa.Amid profound changes unseen in a century and the COVID-19 pandemic,China’s governance assistance to Africa is facing new challenges.The Global Civilization Initiative offers new ideas for China’s governance assistance to Africa in the new era.In the future,China should actively support the independent development of African countries based on a respect for the diversity of civilizations,optimize the evaluation of assistance projects under the principle of equality and mutual learning,and foster the foundation of African governance that puts people first,so as to enhance the effectiveness of governance on the continent.
