摘要
数字环境正在重新形塑我们的生活和社会,但研究表明,数字技术的普及应用并不必然带来性别平等。基于这种思考,本文将讨论数字素养、性别与可持续发展的复杂关系。首先,分析数字素养概念的建构性,这就意味着我们要在社会发展的情境中去理解数字素养。其次,梳理“发展”“信息通信技术促进发展”“妇女与发展”等重要概念的理论脉络。在可持续发展的框架下,从“性别与发展”理论视角揭示性别数字鸿沟,尝试提出通过包容性数字素养教育促进性别平等和发展的政策方案。这个方案并不局限于技能或技术方面的培训,而是要挑战传统的社会性别规范,消除一切阻碍妇女获得权利的障碍。数字素养提升不仅是为了改善妇女生计,还是为了通过信息技术在生产、再生产和社区(社会)发展等领域中赋权妇女,以促进性别平等和社会公正。
The digital environment is reshaping our lives and society.But research has shown that the widespread application of digital technology does not necessarily bring about gender equality.Accordingly,this article discusses the complex relationship between digital literacy,gender,and sustainable development.Firstly,analyzing the constructiveness of the concept of digital literacy means that we need to understand digital literacy in the context of social development.Secondly,we examine the process of theoretical construction of these concepts on“Development”“ICTs for development”and“Gender and Development”.Under the framework of sustainable development,the gender digital divide has been revealed from the perspective of GAD theory.Also,from the perspective of GAD theory,we attempt to propose policy solutions to promote gender equality and development based on inclusive digital literacy education.These solutions are not limited to skills or technical training,but aim to challenge traditional gendered norms and eliminate all obstacles that hinder women's exercise of their rights.The digital literacy education is for not only women's livelihood,but also their empowerment in production,reproduction,and community(social)development,promoting gender equality and social justice.
