地方科技人才职业道德评价指标定位及其完善

Positioning and Improvement of Professional Ethics Evaluation Indicators in the Evaluation of Local Scientific and Technological Talents

新兴科技是社会发展的“双刃剑”。作为科学技术的研发者和使用者,科技人才在本职工作中能否充分遵守职业道德,是其有效发挥科学技术正向功能的关键。只有科技人才职业道德评价指标的合理设计及有效运行,才能正确引导与规范科技人才坚守职业道德。既有研究主要从概念规范和制度建设角度讨论科技人才职业道德评价指标设计,而在指标定位次级指标体系的探讨上仍有缺憾。本文提出爱国、敬业、求真、创新、理性、自律、协作、责任八项一级指标,并相应细化了次级指标体系。为破解科技人才职业道德评价实践瓶颈,未来地方政府亟需从改革评价体制、营造评价环境、完善评价体系三个路径出发优化科技人才职业道德评价政策。

Emerging technologies are a double-edged sword for social development.As researchers and users of science and technology,whether scientific and technological personnel can fully abide by professional ethics in their own work is the key to effectively play the positive function of science and technology.Only reasonable design and effective operation of the evaluation index of professional ethics of scientific and technological talents can correctly guide and standardize scientific and technological talents to stick to professional ethics.The existing researches mainly discuss the design of the evaluation index of profes⁃sional ethics of scientific and technological talents from the perspective of conceptual norms and system construction,but there are still deficiencies in the discussion of the secondary index system of index posi⁃tioning.This paper puts forward eight first-level indicators of patriotism,dedication,truth-seeking,in⁃novation,rationality,self-discipline,cooperation and responsibility,and refines the secondary index system accordingly.In order to break the practical bottleneck of the evaluation of professional ethics of scientific and technological talents,local governments in the future need to optimize the evaluation poli⁃cies of professional ethics of scientific and technological talents from three approaches:reforming the evaluation system,creating the evaluation environment and improving the evaluation system.
