大变局下科技企业人力资源组织发展职能构建——基于BLM模型的企业案例研究

摘要 在百年一遇的大变局环境与国家科技自主自强的重大战略下,科技企业在中国经济发展转型中承担着史无前例的重要使命。随着组织赖以生存之环境的变化日益剧烈与频繁,人力资源在推动组织战略落地与变革方面的职能愈发重要,这对传统的人力资源六模块职能的整合提出了新的挑战。本文采用“入世式学术”的行动/干预研究方法,将人力资源组织发展专家戴维·尤里奇教授的组织发展理论与世界500强企业成功实践的BLM业务领先模型有机结合,通过帮助科技企业在应对快速变化的过程中实践人力资源组织发展职能重构,试图探索人力资源管理职能敏捷、精准打造相应组织能力,支撑组织战略落地中的角色与价值发挥。 In the once-in-a-century changing environment and by the national strategy of self-reliance and self-improvement in science and technology,science and technology enterprises have taken on an unprecedent⁃ed and important mission in China’s economic development and transformation.With more drastic and frequent changes in the environment that organizations depend on for survival,human resources play an increasingly important role in promoting the implementation and reform of organizational strategies,which poses new challenges to the integration of the traditional six modules of human resource functions.In this paper,the action/intervention research method of“engaged scholarship”is adopted,and the human resource organiza⁃tion development expert Professor Dave Ulrich's organization development theory is organically combined with the BLM business leadership model successfully practiced by Fortune 500 enterprises.By helping science and technology enterprises to practice the restructuring of human resource organization development func⁃tions in the process of coping with rapid changes,the author tries to explore the role and important value of agile and accurate human resource management functions to build corresponding organizational capabilities and support the implementation of organizational strategies.
